A third party advertisement is a message in any broadcast, print, electronic or other medium that promotes, supports or opposes a candidate in the election, or a “yes” or “no” answer to a question on the ballot.
Individuals, corporations and unions can register as third party advertisers and can also make contributions to third party advertisers. Third party advertisers are required to register with every municipality in which they wish to advertise.
When can a Third Party Advertiser Register? |
Third party advertisers may register with the municipality from Sunday, May 1, 2022 until Friday, October 21, 2022 at 4:30 pm. Third party registrations will not be accepted after the deadline. Registration allows a third party advertiser to promote or oppose any candidate that the electors in the municipality can vote for (local Council and School Board Trustee positions). |

Advertisements placed by candidates must also include the name of the candidate and contact information, but do not need to state the municipality the candidate is running in. |
Corporations, individuals and trade unions are permitted to make contributions as a third party advertiser and are also permitted to make contributions to other third party advertisers. When a third party registers with a municipality, they are allowed to support or oppose any type of candidate.
Third party advertising must be done independently from the candidate, and the candidate cannot dictate what the third party does during the campaign. Third parties are allowed to advocate for a candidate in multiple municipalities, as long as they register with that specific town/city.
Most of the campaign finance rules that apply to candidates also apply to registered third party advertisers. This includes spending limits and contribution limits for those wishing to contribute to a third party.
